The Montgomery County LEPC was established and became active in August of 1987. As a result of the Bhopal, India disaster in 1986, Federal Legislation was passed in an effort to prevent similar types of catastrophic accidents from recurring. This legislation included the "Emergency Planning and Community Right to Know Act" (EPCRA also known as SARA Title III).

SARA Title III requires state level governments to establish local emergency planning districts and appoint Local Emergency Planning Committees for each of these districts.


The two main goals of SARA Title III are to provide a basis for each district’s LEPC to develop and tailor a Chemical Emergency Planning and Response program to suit the district’s needs and to provide the public with information regarding the hazards within their areas.

The Montgomery County LEPC is currently made up of twenty-eight regular members represented by the general community, industry, emergency response agencies, county officials, and media personnel. The LEPC is currently divided into five subcommittees that research and address specific areas of the LEPC’s activities and goals. The Montgomery County LEPC meets on a monthly basis at various locations within the district. The public is welcome and encouraged to attend all LEPC meetings to learn of the hazards within their community and the contingency plans in place to protect them from these hazards. The LEPC 2008 Meeting Schedule lists dates, times, and locations of all LEPC meetings scheduled for 2008.
